The hazards named included frequent lightning, severe thunderstorm wind gusts, hail and a few tornadoes. The Storm Prediction Center put the greater hail, 2 inches or larger, and tornado risk from south-central and south-east New Mexico into far west Texas.

Major cities in the risk area included Albuquerque and Santa Fe in New Mexico, and El Paso in Texas. More than 2 million people were under flood watches on October 24.

Residents in the affected areas were urged to follow local National Weather Service warnings, as storms in the region can bring rapid flash flooding even after the heaviest rain has passed.
